Lakes Estates: Board of Directors

The operation of Lakes Estates Homeowners Association, Inc. (Lakes Estates) is governed by a board of volunteer directors. The Board members are elected on an annual basis by the community at the annual homeowners meeting.

The Board is responsible for overseeing the daily functions and financial responsibilities of the Association, and for maintaining members’ compliance with the established rules and guidelines.

Our Lakes Estates Board of Directors is:

President: Dean Clancy

Dean and his wife Heidi moved to the Lakes in 2016 from Northern Virginia with their two youngest sons. He was born in Hawaii and grew up in Colorado. He works as a full-time health policy analyst. His career has included stints as a health-industry policy counsel and a senior staff member in Congress and the White House. He says his hobbies are reading, watching old movies, and outsmarting grandchildren. (“I’m good at two of them.”)

Vice President & Assistant Treasurer: Tom Garvey

Treasurer: Marvin Miller

Marvin Miller has been married 49 years and has 3 daughters and 6 grandchildren. He has served on several church boards and committees and will gladly use his construction experience to help keep our community an attractive and desirable place to live.

Secretary: Lisabeth Begin

Lisabeth Begin is a 40+ year professional in communications, television, video/digital production, media/public relations, and promotion. Lisabeth and Scott moved to The Lakes in 2000 raising their children, Travis and Kimberly. Their entrepreneurial son and his wife, Angela, have two grown children Dylan, a landscaper in New Hampshire and Emily, an esthetician in Miami. Kimberly is a professional musician living in Glasgow, Scotland and touring Europe and the US.

Director: Shirley Brown

Shirley Brown moved to Florida from the Midwest with her husband Jack and their 2 children in 1984. Jack sold steel while Shirley volunteered at her kids’ schools and started Sarasota Newcomers Club. They moved to The Lakes in 1986. Shirley served in the Florida House from 1992-2000 which required them to move downtown in 1993 because her district was gerrymandered to exclude our neighborhood. Shirley then served on the Sarasota County School Board from 2006-2022. Shirley loved her house in The Lakes and was thrilled when they were able to buy it back in January 2016. She now serves as head of our Social Committee and does a monthly newsletter to keep the neighbors informed of what’s coming up. She was appointed to the HOA board in 2025 and then elected in 2026.
